Reliability and operator visibility

The reliability surfaces expose owner-scoped mission timelines, external-action receipts, outcome verifications, delivery state, and provider-proof status. A configured provider is not automatically certified: proof status is shown separately, and unavailable, stale, or incomplete evidence remains unverified. Use this view to diagnose the next safe action; it does not silently replay uncertain writes.
